When is a Refurbishment Survey required?
A Refurbishment Survey is required before work begins where the fabric of the building could be disturbed. It focuses on the areas affected by the proposed works rather than the whole building, unless the works are extensive.
The survey should be completed before work is programmed, so that any findings can be dealt with before contractors are on site.
What counts as refurbishment?
- Strip-out or fit-out of commercial units
- Removal or alteration of walls, ceilings or floors
- Replacement of heating, ventilation or electrical services
- Roof works and structural repairs
- Installation of new plant or equipment
- Any work that breaks into the building fabric
Why a Management Survey may not be enough
A Management Survey covers accessible areas during normal occupation and is not designed to identify materials hidden within the structure. Where work will disturb the building fabric, a more intrusive survey of the affected areas is normally required.
Which parts of the building are surveyed?
The scope is agreed with you and is defined by the proposed works — for example a single floor, a specific unit, a plant room, or the full building where the project is extensive. A clear scope avoids gaps once work starts.
Why the survey is more intrusive
To identify materials that would otherwise remain hidden, the surveyor may need to open up parts of the structure — lifting floor coverings, accessing voids or removing small sections of finishes. Access requirements are discussed and agreed beforehand, and making-good arrangements are confirmed in advance.
What information contractors require before work
- Confirmation of which areas have been surveyed and the scope covered
- Locations of any asbestos-containing materials identified
- Condition information and photographic records
- Recommended actions before works commence
- Information that can be shared with the project team
Survey report and recommendations
Findings are presented so the project team can plan the next steps, including any materials that require attention before the programme begins. Report content varies depending on the property and the agreed scope.
